How do we handle SVLK, FLEGT and EUDR?
Every legal timber exporter in Indonesia works under SVLK (Sistem Verifikasi Legalitas Kayu), the national timber-legality system that has been compulsory for timber-industry operators since January 2013 and traces wood from origin to export. Since 1 January 2013, timber exports must carry a V-Legal Document, and since 1 January 2015 all wooden furniture except bamboo needs a V-Legal / SVLK export licence. Teak, as plantation timber, sits squarely inside that scope. Indonesia was also the first country in the world to issue FLEGT licences, doing so since November 2016; a FLEGT-licensed shipment is treated as meeting the EU Timber Regulation without further importer due diligence.
EUDR is the newer layer. The EU Deforestation Regulation (Regulation (EU) 2023/1115, adopted in 2023) goes beyond legality: covered wood products must be deforestation-free, from land not cleared after the 31 December 2020 cut-off, with due-diligence statements and geolocation. SVLK or FLEGT alone do not automatically satisfy EUDR, and full application phases in around the end of 2026, which makes it a live 2027 concern for EU buyers. Note too that, as of 2 May 2025, Indonesia’s trade ministry announced relaxing V-Legal document requirements for furniture exports except to the EU and UK.
